Clinton's approval rating was alot lower that's why Bush won instead of Gore. Furthermore, Bush inherited a recession from Clinton "Dot Com Bubble". Next 9-11, and now the failed Demorat policy to give everyone a home loan. History will view Bush different. By the way they found all the WMD's.
